Socio Economical DisadvantageGroup Cell/Prevention of Caste Based Discrimination Cell


As per the UGC (Promotion of Equity in Higher Educational Institutions) Regulations, 2012, and Savitribai Phule Pune University, Pune circular no. 355/2021 dated 29.11.2021, a Prevention of Caste-based Discrimination Committee (PCDC) is constituted in our college to foster an equitable and inclusive academic environment.

Introduction:

Caste-based discrimination is a serious social issue that hinders the educational and professional growth of individuals. Our institution is dedicated to promoting social justice and ensuring that students, faculty, and staff members from all backgrounds are treated with dignity and fairness. The PCDC is responsible for ensuring that no official or faculty member engages in discriminatory practices and that a supportive atmosphere is maintained within the institution.

The PCDC will actively monitor and address any complaints related to caste-based discrimination, sensitizing officials, faculty members, and students to promote inclusivity. All complaints will be handled with confidentiality and fairness, ensuring that necessary actions are taken to resolve grievances effectively.

Objectives:
  • To create a discrimination-free academic environment where students and staff from all communities can thrive.
  • To address grievances related to caste-based discrimination in a structured and impartial manner.
  • To promote awareness of anti-discrimination policies and the legal framework related to caste-based discrimination.
  • To provide support, counseling, and redressal mechanisms to victims of caste-based discrimination.
  • To conduct periodic reviews and updates of institutional policies to align with government regulations and social equity goals.
  • To encourage an inclusive culture by organizing sensitization workshops, awareness campaigns, and training programs.
  • To ensure strict compliance with UGC and government policies regarding caste-based discrimination prevention.

Functions of PCDC:
  1. The institution will maintain a well-structured PCDC with representation from all sections, including SC/ST/OBC students and faculty members.
  2. The committee will oversee all complaints related to caste-based discrimination, ensuring prompt investigation and redressal.
  3. Students and staff can submit grievances confidentially through written complaints, emails, or designated online portals.
  4. The committee will conduct thorough inquiries into complaints while maintaining the confidentiality and security of all involved parties.
  5. Based on findings, the committee will make formal recommendations to the Principal for necessary corrective action.
  6. If required, the Principal may establish a specialized Enquiry Committee for deeper investigation into specific cases.
  7. The institution will strictly follow government guidelines, UGC directives, and legal frameworks to ensure compliance in all decisions and actions.
  8. The committee will publish periodic reports and suggest policy improvements to foster a discrimination-free educational environment.
  9. The committee will engage in proactive measures such as educational programs, training sessions, and sensitization initiatives to promote equality.
  10. The institution will take strict disciplinary actions against individuals found guilty of caste-based discrimination.

Complaint Procedure:
  1. Any student, faculty, or staff member experiencing caste-based discrimination can file a complaint in writing or via the official online portal.
  2. Complaints must be submitted to either the Chairperson or the Secretary of the PCDC with full details of the incident.
  3. The committee will conduct an initial review and initiate a fact-finding inquiry to ascertain the credibility of the complaint.
  4. Based on the findings, appropriate measures, including counseling, mediation, or disciplinary actions, will be taken.
  5. The complainant will be kept informed of the progress and final resolution of their case.
  6. The committee will ensure a fair and transparent redressal process with periodic follow-ups to prevent recurrence of the issue.
