About ICC

The Internal Complaint Committee (ICC) at Adivasi Seva Samittee's Arts and Commerce College, Wadala, Nashik is a statutory body constituted in compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013, and guidelines issued by UGC to ensure a safe and gender-sensitive environment within the institution.

The ICC plays a crucial role in preventing harassment, addressing complaints, spreading awareness, and upholding a zero-tolerance policy against sexual misconduct. It provides a confidential and supportive platform for redressal while ensuring fairness and impartiality.


Objectives


1. Prevention of Sexual Harassment

  • Foster a safe and inclusive campus for students, faculty, and staff.
  • Conduct awareness programs, gender sensitization workshops, and training sessions.

2. Redressal of Complaints

  • Establish a structured and confidential complaint resolution process.
  • Conduct fair and unbiased investigations.

3. Legal Compliance and Policy Implementation

  • Ensure adherence to the Sexual Harassment of Women at Workplace Act, 2013.
  • Implement UGC and institutional guidelines effectively.

4. Support and Counseling for Victims

  • Provide emotional, psychological, and legal support to victims.
  • Refer individuals to professional counseling services when required.

5. Monitoring and Reporting

  • Maintain detailed records of complaints and resolutions.
  • Submit annual reports on cases handled and preventive measures undertaken.

Scope and Applicability

  • All students, faculty, and staff of the college.
  • Incidents occurring on campus, classrooms, hostels, transport, and official events.
  • Online harassment, including cyberstalking, offensive messages, and inappropriate social media behavior.
  • Gender-neutral protection, ensuring the rights of all individuals are safeguarded.

Functions of ICC


1. Prevention and Awareness Initiatives

  • Organize workshops and training on gender equality and workplace ethics.
  • Display anti-harassment policies, helpline numbers, and guidelines across the campus.
  • Conduct expert talks and interactive discussions on personal safety.

2. Complaint Handling Mechanism

  • Provide a secure, confidential, and easily accessible complaint filing system.
  • Allow anonymous reporting to encourage victims to come forward.
  • Ensure privacy, dignity, and sensitivity in all proceedings.

3. Inquiry and Investigation Process

  • Conduct fair and unbiased assessments, gathering necessary evidence.
  • Maintain strict confidentiality throughout the investigation.
  • Provide both complainant and accused the opportunity to present their stance.

4. Resolution and Disciplinary Action

  • Possible actions include:
    • Counseling or warning to the accused.
    • Suspension or expulsion (for students).
    • Termination or demotion (for employees).
    • Legal action if required.
  • Ensure victims are protected from retaliation post-resolution.

5. Counseling and Support

  • Offer emotional and psychological support.
  • Provide legal guidance and procedural assistance.
  • Facilitate peer mentorship and support groups.

Complaint Filing Procedure


Step 1: Lodging a Complaint

  • Submit a written complaint detailing the incident.
  • Complaints can be filed via email, online forms, or directly at the ICC office.
  • Anonymous complaints must contain sufficient evidence to proceed.

Step 2: Preliminary Investigation

  • The ICC verifies complaint authenticity.
  • If valid, a formal inquiry is initiated.
  • If needed, ICC may refer the case to external legal authorities.

Step 3: Formal Inquiry

  • A detailed investigation is conducted with evidence collection and interviews.
  • The accused is given a fair chance to present their case.
  • Proceedings follow legal and institutional guidelines.

Step 4: Resolution and Action

  • Based on findings, appropriate disciplinary action is taken.
  • The complainant is informed of the final decision.
  • ICC ensures follow-up and monitoring to prevent recurrence.
